According to leading agricultural experts, the time for crisis management is over. What Sri Lanka desperately needs now is a bold, systemic overhaul of its entire rice economy.
A Crop Under Constant Crisis
Sri Lanka produces rice across two main cultivation seasons β the Maha and Yala β yet the country has repeatedly struggled to achieve consistent self-sufficiency. Price volatility, supply shortages, and farmer distress have become almost routine headlines. When production dips, the government scrambles to import rice, triggering public outcry over costs. When there is a surplus, farmers suffer from collapsing prices and inadequate storage. This boom-and-bust pattern has persisted for decades, and patching it year after year has proven both costly and ineffective.

The disastrous overnight ban on chemical fertilizers in 2021 exposed just how fragile this system truly is. Estimates suggest Sri Lanka loses a significant percentage of its rice harvest each year due to inadequate storage facilities, poor milling infrastructure, and weak cold chain logistics. Modern precision agriculture tools β including satellite-based crop monitoring, soil health sensors, weather forecasting integration, and digital market platforms β can dramatically improve decision-making at every level of the rice value chain.
Farmers equipped with real-time data on soil moisture, pest outbreaks, and market prices can make smarter planting and selling decisions. Policymakers armed with accurate production forecasts can manage imports and buffer stocks more efficiently, reducing both shortages and wasteful surpluses. Technology is not a silver bullet, but when deployed thoughtfully alongside strong institutional support, it can transform a reactive system into a genuinely responsive one.
Policy Reform Cannot Wait
Beyond technology, meaningful policy reform is non-negotiable. Sri Lanka's rice pricing policies have long created distortions that simultaneously hurt farmers and consumers. Guaranteed purchase prices set too low discourage production investment, while import tariff policies shift unpredictably based on political pressures rather than market logic. A transparent, rules-based framework for rice trade and pricing would provide the stability that farmers, millers, and consumers all desperately need.
Land fragmentation is another critical issue. The average Sri Lankan paddy holding is extremely small, making mechanization difficult and economies of scale nearly impossible to achieve. Solving it will require honest acknowledgment of past failures, sustained investment in research and infrastructure, and a long-term vision that places food security above short-term political convenience. Sri Lanka's rice bowl can be repaired β but only if the nation chooses to fix the system rather than simply survive the next crisis.
