PUCSL warns of power cuts

Sri Lanka's energy sector is once again under pressure, as the Public Utilities Commission of Sri Lanka (PUCSL) has issued a stark warning about the possibility of power cuts in the coming period. PUCSL Chairman K. P. L. Chandralal made the announcement on January 24, citing the growing influence of El Niño weather conditions as a primary driver behind both reduced power generation capacity and a surge in electricity demand across the island. The warning has raised fresh concerns among households, businesses, and industries that are still recovering from years of economic instability and energy disruptions.

Speaking publicly on January 24, PUCSL Chairman K. P. L. Chandralal outlined the twin threats currently facing Sri Lanka's power sector. On one hand, El Niño conditions are significantly reducing rainfall across the country, directly impacting the hydropower reservoirs that Sri Lanka relies on heavily for electricity generation. On the other hand, the same climatic conditions are driving temperatures higher, pushing electricity consumption upward as households and businesses increase their use of cooling appliances such as fans and air conditioners.

Chandralal was clear in his assessment — if the situation continues to develop along its current trajectory, the country could be forced to implement scheduled power cuts to manage the supply and demand imbalance. While no specific schedule has been announced at this stage, the warning itself signals that authorities are already monitoring the situation closely and preparing contingency measures.

Understanding the El Niño Impact on Sri Lanka's Power Grid

El Niño is a naturally occurring climate pattern characterized by the warming of surface waters in the central and eastern Pacific Ocean. Its effects are felt globally, but for a country like Sri Lanka — which depends significantly on hydropower — the consequences can be particularly severe. During El Niño episodes, Sri Lanka typically experiences below-normal rainfall, especially in the dry zone regions that feed key reservoirs used for power generation.

Hydropower accounts for a substantial portion of Sri Lanka's electricity generation mix. When reservoir levels drop due to reduced rainfall, the Ceylon Electricity Board (CEB) is forced to rely more heavily on thermal power plants, which run on imported fuel such as oil and coal. This shift not only increases the cost of electricity generation but also strains the country's foreign exchange reserves — a particularly sensitive issue given Sri Lanka's recent economic crisis.

At the same time, higher temperatures associated with El Niño conditions lead to increased electricity consumption. Air conditioning usage rises in urban areas, irrigation pumps run longer in agricultural regions, and industrial cooling requirements grow. The combination of reduced supply and increased demand creates a dangerous gap that, if left unaddressed, results in power cuts.

Sri Lanka's History With Power Cuts

This is not the first time Sri Lanka has faced the threat of load shedding. The country endured prolonged and painful power cuts during its 2022 economic crisis, when foreign exchange shortages made it difficult to import fuel for thermal power generation. At the height of the crisis, some areas experienced power cuts lasting up to 13 hours per day, severely disrupting daily life, businesses, hospitals, and schools.

While the economic situation has since stabilized to some degree, the energy sector remains vulnerable to external shocks — both economic and climatic. The PUCSL's latest warning serves as a reminder that Sri Lanka's power infrastructure still faces significant structural challenges that require long-term investment and diversification of energy sources.

What Can Be Done to Prevent Power Cuts?

Authorities and energy experts point to several short- and long-term measures that could help mitigate the risk of power cuts during this El Niño period. In the short term, the government and the CEB may need to increase thermal power generation, negotiate emergency fuel imports, and implement public awareness campaigns encouraging electricity conservation.

Consumers can play a meaningful role by reducing unnecessary electricity usage — turning off lights and appliances when not in use, avoiding peak-hour consumption, and using energy-efficient equipment. Even small reductions in demand across millions of households can collectively ease pressure on the national grid.

In the longer term, Sri Lanka must accelerate its transition toward renewable energy sources such as solar and wind power, which are not dependent on rainfall and are far less vulnerable to El Niño conditions. Several renewable energy projects are already in the pipeline, but faster implementation is critical to building a more resilient power sector.

The PUCSL's warning should be taken seriously by both policymakers and the general public. El Niño conditions can persist for several months, meaning the pressure on Sri Lanka's power grid may not ease quickly. Proactive planning, responsible energy consumption, and accelerated investment in renewable infrastructure are the most effective tools available to prevent a return to the disruptive power cuts that Sri Lankans have experienced in recent years. Authorities are urged to communicate transparently with the public as the situation develops.
